The attack on Planned Parenthood is an attack on women and families, on our shared responsibili- ties to one another - indeed, on the very idea of community. Combs is a likely candidate for lieu- tenant governor in - assuming incum- bent David Dewhurst wins his bid to replace outgoing U. Kay Bailey Hutchison.
A long, long time ago, I admired and respected Combs almost as much as I dis- agreed with her. That was during her early-to- rn id-Nineties stint as a state representative - the lone Republican in the Austin delegation. She was also one of a few moderate, pro- choice Republicans in a Legislature that was on a right-leaning trajectory.
At the time, the city of Austin was try- ing hard to protect its environmen- tal resources with greater regu- latory control of development over the Barton Springs region of the Edwards Aquifer.
The audience included a mix of envi- ronmental activists, developer lobbyists, and chamber leaders. Business and real estate interests had mounted an aggressive cam- paign against the SOS initiative, so seeing this mix of people together in the same room was a bit of a novelty at the time. The lun- cheon was my first introduction to Combs, a West Texas rancher and former prosecutor who stands 6 feet 2 inches tall.
I found her friendly and forthright as she laid out her prop- erty-rights argument on behalf of landowners. Then came her attack on Austin, including her successful legislation requiring governmental entities to compensate land- owners when regulations such as the SOS Ordinance inhibit their ability to maximize the financial value of their property. That same year, the Statesman published a profile of Combs, who was at the time draw- ing a lot of scorn from city officials and envi- ronmentalists alike.
Combs has been on a tear lately. A major data breach occurred on her watch last spring, in which Social Security numbers and other personal data for 3. Combs - the person who boasted that she never gives out her own Social Security number - adroitly dodged reponsibility for the breach by firing a few underlings. She reversed her position on advance payment, but the funding in general remains in question.
Combs is no exception, but her political gaffes and late-in-life conversions poke holes in her character. Though she says she changed her pro-choice views several years ago, her anti- abortion stance only became conveniently public last year, as she began exploring a run for lieutenant governor.
And her latest ? Endorsing the other Rick - Rick Santorum - for president. Third Saturdays through the spring.

Instead, in a pair of letters sent to President Barack Obama and to Texas Health and Human Services Commissioner Tom Suehs, Perry said the program will include only state-approved providers and clinics.
As Perry sees it, the U. Constitution grants Texas the power both to discriminate among med- ical providers and to micromanage the lives of hundreds of thousands of Texas women. The WHP is a Medicaid-waiver program; it provides basic preventative, reproductive, and family-planning health care to unin- sured Texas women who unless pregnant would not otherwise be eligible for Medicaid. The latter is a goal professed by Perry, many state lawmakers, and their allies at Texas Right to Life and the Texas Alliance for Life.
In , the number of women who received services increased to , the total number enrolled last year has not yet been compiled. But the current conflict between state and federal law has put health care for these women in jeopardy. If the WHP dies, following other severe bud- get cuts, more than , low-income and uninsured Texas women will be left without access to basic health care this year.
The rule may also affect doctor groups and hos- pital systems participating in the WHP that also offer elective abortions. HHSC insists there are plenty of alternative providers but recently acknowledged that it has no empirical data to support that asser- tion.

Getting involved in the ups and downs of labor organizing along the border may seem daunting. Take on your world. Cap Metro is roll- ing out the signs as a way to efficiently relay detailed information to bus patrons, and the transit agency believes the project will increase its ridership. This phase of the project is only a first step, McKewen added; it lays the foundation to provide real-time bus scheduling informa- tion, expected in two years.
The big change from traditional timeta- bles is that riders must have a smartphone or similar device in order to use them. Customers scan the code using a QR reader app on their phone or tablet, which leads them to a website that gives arrival times for that specific stop and information for the next stop.
If a cell phone is not able to read the code, there are three other ways riders can use phones to get bus informa- tion: Riders with Web-enabled phones or tablets can visit www. Finally, riders can call the auto- mated Go Line at McKewen said the agency will add fea- tures as technology becomes available. There has been some skepticism, how- ever, out of concern for people who rely on public transportation but have limited cell phone use or none at all.
In a survey of Cap Metro customers on regular routes, riders expressed dissatis- faction with both the Go Line and the diffi- culty of using the maps and timetables. On one side, there were optimists who believe that technology can create new options and new opportunities. On the other, start-ups and corporations with a product to sell. He attended in advance of the launch of the new Reading Rainbow app and argued that the successful integration of digital technology could be the biggest innovation in teaching since chalk. Carter was shot multiple times as he sat in the passenger seat of a car driven by a year-old friend on the evening of May 30, , off East Eighth Street. Wagner and Rodriguez were patrolling the area as part of an effort to reduce a surge of vehicle burglaries in the area.
Wagner knew Rodriguez had been hit, Acevedo said, and made the decision to use deadly force. Although Wagner did so with the intent to stop the driver, the teen was only grazed; instead, four rounds hit Carter - including one to the head, one to the gut, and a third that shattered his femur.
The fact that Carter was killed is regrettable, Acevedo said, but even though he was not the intended target, the officer behaved in accordance with the law. Also Friday, District Attorney Rosemary Lehmberg announced that a grand jury had declined to indict Wagner for his use of force. A grand jury had previously also declined to indict the year-old. The entire dustup has been going on for nearly a year now. Sulak set a trial date on the merits of the case for May.
COM I Online at www. Visit Austin at NowPlayingAustin. ORG OR 51 2 austinchronicle. Cops decided it was reefer, and a Texas court sentenced him to life in prison - without the evidence. It took a decade for Pena to get back some of the pieces of his life.
It was the kind of favor Pena often did for friends and family, no matter how distant the relation - and the kind of favor that irritated his wife. That morning, just before 8am, Pena was cruising south down , a little more than two hours from home. He was driving in the right-hand lane through Leon County when he passed a state trooper sitting in his car on the grass median. He thought nothing of it - just another Texas trooper on a long and nondescript stretch of high- way - until he noticed the trooper pull out onto the road and follow him.
Pena looked over at Asby. He activated his lights and pulled Pena over. Nearly five years later, Pena would be convicted and sen- tenced to life in prison for possession of what the state said turned out to be The sec- ond, and eventually more decisive problem with the official story of the Pena bust, is that prior to his trial, officials with the Department of Public Safety lab in Waco, where the plants were taken for testing, completely destroyed all of the case evi- dence - all It worked.
Weeds, Not Weed Pena had a knack for creating handcraft- ed leather and wood items that sold like hotcakes, he says, at flea markets in and around Houston. He made personalized shellacked plaques and leather key chains with popular first names spelled out in tiny beads, and at a dollar a key chain, they sold well. So when he first saw the hemp plants growing on the roadside near Manhattan, Kan.
He would take the plants - which, to an untrained eye, look exactly like marijuana plants - press the leaves, and then use them on plaques or affixed to the small leather wallets that he also had become expert at making. By the Kansas roadside, they were scraggly and abundant. He knew - partly from experience of having smoked pot when he was younger, and partly because he knew that hemp was once a major agricultural commodity - that the plants were nothing more than weeds that looked like weed.
To him, it was clear that one thing, and only one thing, was taking place. Pena was moving a large amount of marijuana to Houston - as unusual as that might be, Asby acknowledged. Pena repeatedly told Asby that the plants were hemp, and his insistence clearly gave some pause to Asby and the two backup officers who soon joined him.
The three men stood next to the van pondering the notion that a plant could look like, but not actually be, marijuana.

Boulevard and University Avenue. Doors open at p. Talk begins at p. But that, as it turns out, was about as much as he remembered about the case. Indeed, in March , almost three years before the case went to trial why it took nearly four years to prosecute Pena is unclear , the Waco DPS lab completely destroyed all the evidence.
Moreover, Mott testified, the original file with detailed documentation of testing procedures and results - including how the sampling and analysis had been performed - was also missing.
Village Idiots Why the evidence was destroyed is uncertain; Mott said he received a legal order - from Asby, he recalled - directing him to destroy the evidence. But because the file was miss- ing, he admitted, he did not even have a copy of the destruction order; all that remained was a computer nota- tion that the order had been received. Asby said he did not send any such order to the lab - and although Mott said the lab often took direction to destroy evidence directly from police officers, such a procedure should not have been proper.
By state law, a judge must issue an order to destroy evidence, sometimes at the behest of a district attorney, says former D. Ray Montgomery, who led the Pena prosecution.
In the Pena case, Judge Kenneth Keeling and Montgomery each averred on the record in court that the destruction order did not come from either of them. That was apparently fine with Mott, who said the destruc- tion of the evidence was a random error and his lab gener- ally did not make mistakes. The city of Houston is considering whether to move the lab out from underneath the HPD umbrella in order to give it more independence - a recommendation applicable to labs across the nation that was among many made by a panel from the National Academy of Sciences in its groundbreaking report on the national state of forensic science.
In creating the Forensic Science Commission in , Texas lawmakers acknowledged the need for bet- ter oversight of forensic labs. Supreme Court in a case Arizona v.

Again the state appealed to the CCA, and again the CCA weighed in to overrule the 10th Court - still without addressing directly the Youngblood question. Four judges dissented, with Judge Charles Holcomb writing that the majority was essentially changing the rules in the middle of the game.
At issue was a soundless videotape of the highway stop. Asby had testified that there was no audio recording of his interaction with Pena - the trooper said he may have forgotten to turn it on. Without that audio, the state argued that Pena knew he was car- rying marijuana and had never asked for testing of the plant material until after his defense learned that it had been destroyed.
Pena was adamant that was not the case. Regionalized Justice Ironically, the question of whether the Youngblood standard still applies in Texas - or whether the more measured approach to handling evidence destruction issues that was devised by the 10th Court still stands - remains unresolved.
